What is a Precinct Committee Person?
What is a Precinct Committee Person? A Precinct Committee Person is the lowest level of elected partisan political office in the State of Oregon. Commonly referred to as "PCPs" (and having no connection whatsoever with the illegal narcotic known as Angel Dust!), this office has the following special powers and responsibilities:
- Represents the views, interests, and concerns of registered Republicans to the local Republican party for the precinct that the PCP is elected/appointed to represent.
- Represents and serves as a contact point of the local Republican party to registered Republicans in the precinct that the PCP is elected/appointed to represent.
- Attends, as often as possible, quarterly county Republican Party "Central Committee Meetings."
- Votes on official party business at quarterly county Central Committee Meetings.
- Votes on resolutions advocating, supporting, and/or opposing public policy of interest or concern to local Republicans at quarterly county Central Committee Meetings.
- Elects county party leadership - Chairman, Vice Chair, Treasurer, Secretary, Delegates to the State Central Committee, Alternate Delegates, etc. (elected PCPs only) Leadership is elected at biennial organization meetings taking place shortly after general election days of even numbered years. The next such organizational meeting for Washington County will take place in mid to late November 2010.
- Elects "bonus" delegates to the biennial Oregon Republican Party State Platform Convention that are allocated to each county based on the number of registered Republicans in that county. This convention formulates the policy position stances of the Oregon Republican Party. The 2010 State Platform convention will be scheduled in the coming months. Stay tuned for details.
- Elects congressional district party leadership - Chairman, Vice Chair, Treasurer, Secretary, Alternates, etc. (elected PCPs only). Leadership is elected at quadrennial convention taking place following the party primary election of presidential election years. The next such convention for the 1st Congressional District Convention will take place in July 2012. Details come closer to the date of the convention.
- Elects delegates representing Oregon Republican voters to the Republican National Convention. These delegates cast the votes that nominate the Republican nominee for President of the United States, in accordance with the will of Oregon's Republican Primary voters. They also vote on other party national business, such as the National Republican Party Platform. County GOP PCPs elect these delegates to the Republican National Convention (www.gopconvention.com), together with other GOP PCPs around the state at their respective congressional district conventions. The next such convention for the aforementioned 1st Congressional District Convention will take place in July 2012. Details come closer to the date of the convention.
- Upon the resignation of a Republican State Legislator that represents the PCP's district, the PCP may vote at a special meeting to nominate, along with the other PCP's from the district, up to three replacement candidates for consideration for appointment by the county commissioners composing that district in order to complete the resigning legislator's term of office.
- Upon the withdrawal of a candidate nominated in the May Primary Election to represent the Republican party on the November ballot for a state legislative office that represents the PCP's district, the PCP may vote at a special meeting to nominate, along with the other PCPs from the district, a single replacement Republican nominee to be placed on the November General Election ballot.
- Ensures that Republicans in their precinct get organized to be able to help elect Republican nominees for partisan political office. This is done by contributing time, effort, and, when possible, money to the local Republican county party in order to build a viable party organizing apparatus and to communicate with Republicans who are interested in doing this. Often PCPs invite Republican neighbors to events and activities aimed at doing this. During elections, PCPs make sure that we successfully "Get Out The Vote" (a.k.a. GOTV). How to become a Precinct Committee Person (a.k.a. PCP)? You can file to be a candidate on the May 18, 2010 GOP Primary ballot. Alternatively, once ballots are in the hands of voters in May, you can be written in as a candidate by obtaining a minimum of 3 votes. Between elections, the local county party may appoint interested Republicans to fill vacant Precinct Committee Person positions, but these appointees don’t have all the same powers as elected ones.
How do I file to be placed on the ballot? We strongly recommend that you apply through the Washington County Republican Party as we will make sure you allocated to an "open slot." What is the PCP Term of Office? Starts June 11, 2010 or when Washington County Elections confirms the vote results from the May 18, 2010 Primary elections - whichever happens last.
How will I know that I’ve been successfully elected as a PCP? After the election results are certified by Washington County Elections following the May 18, 2010 Primary elections, you will receive a mailing from the Washington County Elections containing a certification card that you should keep and bring to any meeting in which you may be asked to verify you PCP status. This mailing will also contain a welcome from the Washington County Republican Party and an invitation to our upcoming meetings where you can fulfill you duties as described above.
